Corning 006EB1-14101A20 is a fiber cable Singlemode SST Drop Single Tube Toneable Gel-Filled Cable. It does not require an additional strand cable and the minimum length you can buy is one foot. Like other fiber cables, it is safest installed underground in trenches, so aerial installation is not a good idea.
